ICK maker? L21A1 baton round

Who is ICK stencilled on this L21A1 baton round?

I thought that all British baton rounds (at least in recent history) were made in Germany?
The L21A1 with PSH markings were made in Germany. PSH = Pyrotechnik Silberhutte (a division of Rheinmetall, in Germany)

The PSH rounds have the L21A1 markings printed towards the top of the case.
There are L21A1 with markings printed near the centre of the case, and no manufacturer, lot or date details. A very small number of cases with this layout however have a stencilled marking that comprises ICK date and lot number.
I corresponded with two sellers of L21A1 inert rounds that had the centre position markings and each had only one ICK marked round amongst all their others.

The undated and ICK have AAA on the reverse side of the case.
The PSH cases have BBB on the reverse side of the case.

I wonder if just one round in each box of the AAA marked rounds was stencilled with manufacturer, date, and lot, instead of marking each round with this information?
