Posting here as marked with broad arrow twice so assume uk government property one time. I posted on a couple of Facebook groups and plenty of guesses for detonator or blasting cap plier.
ive found nothing like this online anywhere and how no definite ID
(Classing as ordnance as possibly explosives cap and def plier)

Im thinking same as Kiwi the 2 large holes stripping and small end crimping, looks like the pivot even has a use,,,,,, Dave

Same thinking too, detonators have approx same diameter ever in the world (+/- 6mm diameter).
Apparently the holes in your plier have different diameters. So I think effectively that it is a stripping plier for different diameter electrical wires.

I too go along with it being an electrician's tool. I joined the army over 30 years after WW2 and the only tool I was ever shown for dealing with det cord was my jack knife. I have a WW2 detonator crimping tool. It looks nothing like the one you show and I used a flimsier more modern version of the same tool from the late 1970s to the early 1990s.
