Who knows this devise? Is it factory made or home made?

It is around 175 mm x 175 mm, 115 mm high.

As BMG50 says, the timer is from a gas street light, the box is a battery box from a signalling lamp .

So this is a improvised item. A military battery box from a signal lamp with a street light timer.
