NEED HELP to ID an unusual 40mm case

A collector friend sent me these two photos to post on BOCN looking for any possible information on it. Any info would be greatly appreciated.

No clue on specifics but maybe have him check to see if it may be cut down. A thick rim, saw marks,etc on the mouth of the case would be a clue. Certainly not of the L60/L70 variety.

I asked the owner if it was cut down and he said that it was not and that he has sen 3 of these over the years but known could ever ID them.
