surely not, have a look at the driving band groove. This "waved" grove wasn't used by Germany and I think it's typical for british/US american shells.

Maybe a common shell for 6 inch 30 cwt howitzer?

I agree with Alpini, we made great amounts of these during ww1. As to wether it was really live or it's a scare story one never knows- We shipped 18pr HE empty over to the UK for filling
so maybe the same for this. On the other hand if that is the remains of a fuze then - maybe but empty plugged examples are around. At any rate not the way to dispose of such a thing.
