So many things wrong.
It's not correctly marked with ANYTHING. It looks like someone stuck some lables on an empty box. If there is a HD1.1 label on it there must be at least an NEQ. No hazard class code, no UN number, no UN certificate number, no Propper Shipping Name, and that is only the compulsory markings under ADR. No ADAC or designation, NSN, the list goes on.

The vendor also had an MR L5A4 baton round tin that I assume was from the same source. I made an offer for the baton round tin and bought it, but I have no idea what the Orange tin was for and hadn’t seen a poison sticker on a tin before.
Looks more like ORANCE 1 than ORANGE, stencilled G's are usually more pronounced.
Maybe a location or unit acronym?.
Might not be significant anyway with the mixed labels.
A box of orange colour smoke grenades would not have had a poison label applied. I just wonder if `Orance 1' could have been some kind of operation name. I have no idea, really.
