German Navy Hotchkiss by Ingolstadt Arsenal ?

I'm restarting this as suggested hopefully along the correct Trajectory.

Is this a Hotchkiss projectile made at Igolstadt ? The J would indicate this
and The RM could be the purchasing element of the Navel organization.
The anchor use is new to me, but I'm not conversant with all things
of the earlier German Navy. I think the fuze is supplied by Hotchkiss as it is not marked.
If it is, I don't imagine the production of these went on for long.

It's definitely not German. In French documents it's called "Obus ordinaire en fonte type Hotchkiss" and used the same fuze like the usual french 37 mm shells with two driving bands. I think both models were used side by side in the French Navy.
 
The question is the J mark, this does not appear on French projectiles ? RM I have on Mle 1888 common shell. Yes these stayed in use as long as they were
serviceable in France.

Here are three German projectiles marked to Ingolstadt with the identical J mark.

Would the French Navy or RM have subcontracted to Ingolstadt prior to 1888 ?
