The symbol which seems to you to be a British Broad Arrow is, to my sence, an anchor.
The cases of 75 DEC were reloaded and the factory which makes that affixes its mark on the case and cancels, if necessary, the previous by an X overstamped.
The naval arsenals used an anchor with their initial. I have found 4 examples:
Case 1: anchor C (Cherbourg?) canceled.
Case 2: anchor L (Lorient ?) . I think it is your.
Case 3: anchor T (Toulon?)
Case 4: anchor S (?).
