20mm German drill cartridge

I just found this 20mm drill cartridge from the German Kriegsmarine. I haven't seen this type before in 20mm, so my question is, is it a rare cartridge?
From what I can see it is stamped "M", "Ex." and "P". I believe the "M" stands for "Marine", but what does the "Ex." and "P" stand for?

Surprised no WaFf mark or date?
 
P = Polte Magdeburg , manufacturer.

Ex = Exerzierpatrone (drillround)

Yes that is a little odd considering how glad the Germans were for inspection stamps. :wink:
