I think "3A" is a lot number, and those 5 dots on top are the amount of times reloaded. Am I right? The projectile has a bunch of numbers, and either letter "R" or "K", I am not sure if the projectile belongs to this cartridge, they just came together.

the "3" is the lot number. If I remember right lot no.1 started in 1883. These early cases are difficult to find. Just your projectile is a french one and not really belongs to this case.
 
yes Alpini is right,the projectile is French, but easy to find a case for.
The case is a lovely early German one.I think the headstamp is a match for a 1 pounder Grussen projectile,
which is not so easy to find.
If I'm wrong I'm sure someone will correct me.
