this 47x131mm Hotchkiss case has crimps, but they are too high for the Japanese marked projectiles, I cannot find any information as to which projectile this case would have had

I believe the EOC is the mark of Elswick Ordnance Company. Elswick used the EOC stamp until 1927. If the other mark is Japanese, it would appear that Japan purchased the ammunition from the British along with all the other Ordnance they bought, or Elswick marked the case for sale to them.
