I stumbled on this back in the early 1970, it took a while to figure out what it was. I figure that the clip on the side is for a piece of flint after getting the bullet out of the case and seeing that it was a lighter. I never seen another one, anyone out there ever see one?
 
Its an "everlasting match" ive not seen one in bullet form before ,they are still made today .The "match" basically a wick held in a metal rod sits inside the body, which like a zippo lighter is filled with wadding soaked in lighter fluid ,(or petrol if you can afford it),when required for use the match is removed from the body and is ignited by striking the match down the flint on the outside of the casing causing sparks and igniting the fuel soaked wick
