This may be a bit offtopic, but I'm no expert and just wonder use of water jet cutting to cut explosive items open?
Yes, there is a "safe" water jet but the abrasive particles have quite an energy and can they ignite the charge by a change?
 
Well never say never, but no becaus there is no heat and very litle fricture. It is even possible to cut detonators without setting them of.
