ID Needed please

Picked this up as part of a job lot

45mm diameter 163mm tall
Appears to be base fused APHE
Not sure as to year as numerous stampings on fuse & body including what looks like an anchor?
98-900 , -19.
Some of the marking look Russian & the drive band style leads me to thinking Russian?

I think it is a 47 mm Russian navy Hotchkiss (case should be 47x376DR64).
