These are early army training bombs of ww1 time.
Very soon they were replaced by a concrete dummy bomb similar in shape to the Mk1 for the Army Air Corps and with a specific dummy bomb designed by Clarke & Co for the Navy which remained in used till ww2. Bothe dummies were designed in 1918
