They are booster charges placed in artillery shells just below fuzes to explode the shells. If not made inert they are extremely dangerous. They contain a good charge of Nitropenta and a blasting cap. Blasting cap was intended to blow off from the small flame caused by fuze itself and detonate the booster and then the shell itself.

Yes potentially dangerous if still in original live condition, if so i would recomend having them delt with by the proper authoritys. Here is a link to an earlier thread giving a little more information on these boosters.
