Mystery Sectioned Shrapnel Shell

The attached pictures show a sectioned shrapnel shell. It is not a straight forward section in that there is an un-sectioned copper cup two thirds of the way down the shell. In edition the pusher plate, which sits in a slot cut out of the shell, has had two short knobs attached which enable the plate to spin when in position on the shell. Has anyone seen anything like this before? I have tried to work out what it is meant to be and have come to the conclusion that it is an ash tray. If anyone has any better ideas I would be most interested.

I think it might have been made into an ashtray.

I have seen ashtrays with similar swinging plates to hide the ash.
 
What does the other side of the fuze look like, try to replace the missing half ball if you can, it's really neat.
