Need help with identification

Does anyone know what this is?

Looks to be about 20mm in diameter and seven inches long. It has a solid blue plastic base with a movable black metal sleeve that has fins underneath. And at the top of the body it has two silver pieces of metal tape that have small bbs underneath.

Hi,
Yes, it look like 22mm M747 mortar subcaliber practice round. This round is used with subcaliber mortar adaptors to practice using the 81 mm mortar.
