Hi,

it's a WW1 British No.80 time and percussion fuze. It's a very common fuze and that one certainly hit something hard when it hit the ground. It's obviously been on a fired projectile but that doesn't necessarily mean it doesn't contain any fuse composition etc but I'd say it's likely safe, but without examining it with my own eyes no one can say for sure.
 
What I mean is, in its unfired state, did it contain ANY explosive material?

Hi sorry I misunderstood. Yes in addition to the fuse composition in the time rings it contained two percussion detonators and a small quantity of powder as a gain to set off the powder pellets in the tube within the shell itself.
Is that what you meant :)
