painted no.119 fuze

Found me this great, inert, early dated British no.119 fuze.
It has been painted with numbers? not sure what it looks like.
Does anybody have a suggestion why this was done?

Would this have been done after it was created, or after the war by somebody with an artistic license?

BLACK band around the body denotes No. 119 Fuze.

LL means Very Light Fuzes, i.e. fuzes weighing 1-lb. 14-oz. and over, but not reaching 2-lb. 2-oz. are stenciled L.L.
