Question on a 37mm French projectile

Hello,

Does anybody know the meaning of the markings 'St Quentin' which you can see stamped on the projectile in the attached picture 106a6.jpg?

might be a "trench art" inscription for a souvenir of battle at St. Quentin. Have seen others, Marne, Verdun, etc.
 
Do I see a hole on left side of the projectile tip? This could have been a cigar cutter simillar to another one just shown in another thread here?
