Radway Green - Witton, your quess is as good as mine ! I’d please

Actually, your guess is probably better than mine. Is it a spoon, is it a paddle? About 2.5ft long, originally from the Ammunition Dept, Witton to ‘our friends’ at Radway Green in 1960 and returned to I.M.I by R.O.F Radway Green in 1969.
But what and why? Your thoughts please

These big spoons are normally annotated with the words 'To the worlds biggest stirrer'.
 
sometimes these types of spoons are presented to those who make the biggest mistakes. My guess it was a 'return' for them making a whopper by the previous owners.
 
I suspect that’s what it is! Hopefully someone who worked at either place will see it and fill in the missing info!
 
A 'wooden spoon' is a booby prize that is given to the loser in a competition, so for some event between the different establishments - production-related or a sports game??
