Short 2.75-inch spin-stqabilized rocket, please ID

The IAA president a few years ago had one of these in newish condition and was attempting to ID it, don't know if he ever did. He may have put a photo in the Journal too. Here's a photo one at the other end of the life cycle, found in a US National Park recently. EOD was called and after detailed exam pronounced it totally inert. It has two reverse-canted nozzles on the base and a small round hole in the middle of the base. The nose is a steel nose plug with no fuze-wrench grooves and traces of blue paint. Overall about 14 inches long, diameter 2.75 inches.

What is it please?

I'm not sure what we have been calling these. They are experimental aircraft rockets. A few of us have examples in our collections. EOD Guy started a thread about them, and there are a number of photos of examples in US-SUBS long thread of Museum photos.

The EOD school says these are T-231 HEAA rockets. Here's a test report on them.
