Sponge bomb

Two component foams have been in use for a long time. There for a while there was one version that was used for security of high risk weapons during transit. On activation the foam flooded the storage compartment, along with some other special effects. It hardened in seconds, and took hours to cut into and remove anything. Stopped hijacking, etc. Chemists can tailor the foam to do pretty much whatever you want, but as mentioned in the article, it has the effect of being unforgiving and hard on the users in the event of a mistake.
The form of delivery is varied, not likely to be in a military type munition, though a backpack is possible. We had it in EOD for use with different munitions, typically to flood the inside of some systems to prevent movement and secure for transport. One side effect was that it often creates a lot of heat while activating.
