Can somebody tell me who made this fuze? Its from WW1.

Hello,

I think, it's an Italian time and perucssion fuze A.D.E 06 with krupp design. I'm sure ALPINI could say more about this fuze.

Yes, or fert ;-) You are right it is a Spoletta A Doppio Effetto (A.D.E.) Modello 906 (1906).

OCT = Officina di costruzione di artiglieria di Torino

Fuze and shrapnell shell are both unchanged german Krupp design.

I read that the 06/17 has the same external shape but only with a time system (without perc. device)
Can we make the difference externally between the 06 and the 06/17 ?

yes this one was used for anti aircraft shells. You can easily see the difference when the fuze base plate is removed because there is no percussion system. I did only see two of these fuzes and both had the caps and fuze body made from Zamac/Zinc. I think fert can say more.

The shells with these 906/917 are easier to recognize as they look different.

If I remember right a photo of such a fuze in perfect condition was in US-Subs "random museum ordnance photos" thread but I don't want to search for it ;-)
