WW2 unknown?

Can anyone tell me if this is a munition of some sort?
Picture is thought to be taken in cumbria during the last war.
Looks strange but just thought i'd ask...

Hi
German Carbonit Bomb 10 kg dropping from zeppelin and also plane
Two type: Load or light body
Picture show on left two load bomb and on right the light model with different tail gaine for fuze
the fuze is also different
