This one is the PS-CS -T (Tulak) - Tramp in english for the RV-85 launcher.
Upon impact of the projectile the powder charge in the projectile head is ignited and pushes the sticks and the stabilizer back from tha body.The 6 sticks have a tiny rocket motor that, when ignited launches the "tramps" around. then they release the 6g of CS.
There is quite a few other projectiles for the launcher.
The rim is made in such a way so the round can not be loaded in regular flare gun. Bad things would happen
