122 x 446R D30 Howitzer case from Spanish speaking country

Someone i know found this. It is a 122 x 446R case for the Russian 122mm D30 Howitzer. It appears to be a new case, and never loaded or fired.

Due to the markings I believe it came from a Spanish-speaking country. I believe it may be somewhere is South America, as some South American countries use the D30.

Can anyone tell me where this is from? Also, what do "REDUCIBLE" and "TIRADO" mean in this context?

My best guess is China as a manufacturer since in this range of codes basically only China is in business.
Might "REDUCIBLE" be a bad try on the word "REDUCEABLE" what would fit much more and as (intended) English it would be not uncommon to be seen on Chinese ammunition.

"Tirado" sounds much more Spanish and as you suggest it might be well from one of the Central/South American countries which are well known for using all sort of Russian style weapons.
Maybe somebody may come up with a decent translation for this word.
