15.5mm x 114mm Iraq ?

Attached are pictures of a round that I have acquired. I know precious little about SAA but after a bit of research it appears that this is a 14.5mm x 114mm round for the KPV heavy machine gun.
The markings on the base of the case are Arabic and appear to say 1405, so 1985 and the other two are 86 I think. Could this be from Iraq and the Gulf War?
The 'bullet' is firmly seated in the case. Is this a home made addition or ...?

I thought that mark was a 'spot' in Arabic numerals which is a zero, but it's a comma which of course we in the UK do not use for fractional numbers. So thanks Alpini, that is now obvious!
