15 cm pre world war 1 shell?

Does anyone know what this 15 cm shell is?

The black part on the lower piece is made of rubber and doesn't seem to be a sort of a driving band...
total length: 47.6 cm
diameter: 150 mm
diameter fuse pocket: 35 mm
length from top to bottom (inside measurement of the shell): 37 cm
length of lower piece: 8 cm

with the handle in the base and rubber around it should be a dummy shell.
