A friend found some correspondence from a firm called Flannery & Given of Liverpool to the Director of Munitions in 1917 offering their services in the manufacture of 18 Pdr shells.
Flannery and Given was a firm of Consulting Engineers, not a manufacturer - the two senior partners were Sir James Fortesque Flannery and Ernest Cranstoun Given. The name of the firm does not come up in any of the contracts listings or even the index of Firms and Factories involved in Gun Ammunition production. Does the correspondence hint at exactly what services were being offered - advice re plant layout, or inspection?
Appears that I’ve got it all confused. Givens was the Secretary of the Munitions Committee in Liverpool, and the correspondence is in relation to Messers Buchanan making 250,000 18 Pdr shells.
Givens did a spell as Director General of Factories before the Ministry of Munitions was wound up after the war. As for Buchanan & Sons Ltd, they got their orders for 18pr shell.
