20mm projectile

I have these projectile parts from my father in law and I think it is a H.E. Incendiary (according to the colours). From what I can see the projectile is inert. Am I correct? Is it possible to determine the producer of the projectile? There also was a case, which I think is lost, marked “20mm”, “1941” and “three arrows”. Is it possible to tell who the producer of the case was?

Not a specialist of 20mm but this one looks like British Incendiary MkIIz (your shell seems to be 100% inert)

Sorry, my mistake, I didn't see remnant of yellow paint on head. So HEI MkIIZ as you said.

Three broad arrows close together was the early code for the Royal Ordnance Factory at Steaton & Thorpe Arch, as far as I am aware (one arrow was Radway Green, and two was Spennymoor).

A correction to the above; it should be Steeton, not Steaton.
I believe that the cases were made by Steeton, and filled at Thorpe Arch.
