25mm flare cartridge? and maker I’d please

Hi, please see the attached photos of two 25 x 82mm cartridges. Are these flare cartridges and if so, from which country?
Also who are the manufacturers, one is marked E&G and the other 3 circles on a shield and a stylised HW (I think)

I think that E&H = Ehrich und Graetz, Berlin. Possibly WW1 era.

the 3 circles is AEG, (General Electric Company) , Berlin.
HW is Hermann Weiffenbach, Sande.
I do not know why both makers are in the headstamp.
