26.5mm flare?

Haven't there been cases before of the BATF changing their mind about something, tracking down everyone who bought one and then ordering them to surrender it?
 
Sorry to bring up a dead thread but has anyone found more info on these rounds? I am looking to make a training one for my launcher but there are few technical details on it. Most info comes from grogs forum and there is a youtube video showing it firing. Im wondering total weight or bp charge weight. The projectile fires through 25mm plywood at 100m and an inertial chamber containing the payload slides forward striking the firing pin on the other end of that nub. Sets off a delay then initiates the cs. Anyone play with these enough to know all the data?
