This would appear to have been a drill round.
BPF - Is, as yet, an unidentified (to me) pre-war drill cartridge manufacturer (I've seen an example on a 4" Naval round on HMS Belfast.)

LH - There are two possibilities -
L. H. Long & Hambley. Rubber goods manufacturers, 51 Highgate Hill. N19. who manufactured drill cartridges and
L. Hill & Co, Pollen Street. W1. (their monogram was actually LH & Co.) who also made drill cartridges. I think the former is more likely.
PP in a rectangle is a repair station.

I think the original drill cartridge assembly was made by BPF, been repaired by PP and then modified by LH.
