3" Mortar Spotting Charge??

Hi,
Can anyone tell me more about this item?
I was told that it was a spotting charge for 3" Mortar Bombs.
The stencilled markings are: "LOT 1377 10/45 T.W.H." plus a broad arrow.
It measures approx. 50mm diameter by approx. 75mm tall.
I'd be interested in any information on how it was used and which company made it.
