3" Practice Mortar and Rifle Grenade Subcal ?

These were picked up by a friend at yesterdays military show. The Mortar bomb has holes all around the head and is filled with what looks like a tar
kind of composition ? Can any one explain this and why the holes. No fuze or plug present
The other object is believed to be a rifle grenade subcaliber projectile, lead tip. it might have contained some kind of charge device ? 1970s ~
Does any one know ?

The 25mm is a mortar subcaliber system developed by Dynamit Nobel in Germany and it is in use with a couple of NATO countries. As per the factory info this system is used with 81mm and 120mm mortars.
