Pure speculation, based on observations of someone who was involved with the development of the ammunition for the Dutch Goalkeeper system, but it seems that this projectile was part of the development of the SEM-30 CIWS system. This system was being developed for the Dutch Navy, but proved to have issues with firing speed (4 Mauser 30mm canons) and accuracy. It was dropped in favour of developing the Goalkeeper.
I have the same projectile in my collection, but then on a steel 30x173 NWM case.
