I have seen this headstamp with a "P" for Prague and an "X" which was for an Army contract not for export, I believe the "R" is for Riga, Latvia I have seen a 1932 dated one that had been labelled Sellier & Bellot,Riga Latvia, that also had the red primer annulus as well. I don't have a photo just a note in my notebook from Bisley shows.
Also in some notes from Tony Edwards there were made in Ball and Tracer it just says made during the 30's sorry that's all I have on the dates
