can anyone tell me more about this case belonging to a friend of mine

does anyone have a photo of the complete round

the case has a double crimp as shown on the photo

I think the case is from a French pre-WW2 Naval anti-aircraft gun project. The best article is, as often the case, on Tony Williams excellent site, I think there is even a picture of a very similar headstamp contained within the article. Your case is probably the one described under 37x218R.
