The pale blue one is correctly marked for practice with a small flash charge to show the burst without undue damage to the target. It would be fired with either a Time-Mechanical fuse or a VT fuse. The black one, without a driving band, is an inert drill round with an inert plugged nose shaped like a Direct Action fuse as would be used for surface firing. Those that I used in service (British Royal Navy) had the driving band skimmed flush with the steel body to prevent sticking in the bore so I don't know if the band has been removed later. The black drill round was not usually stencilled, it would be worn off very quickly.
