If I were to guess I say a sub-caliber device
along the same line as the 81mm
I would guess that a small caliber blank type round is
inserted into the base so that when the round is dropped down the tube
the percussion hammer fires it and that initiates a sub-caliber projectile what ever that may be.
I wonder if the round numbered thingamabob may be increment charge set
