75mm pack how....of sorts

Hi All-
This arrived yesterday claiming to be a round for the US 75mm pack howitzer. The case is definitely the correct M5A1 but I'm not so sure about the rest. Based on the drawings in The American Arsenal, the projo should be boat-tailed, which this isn't (even though it looks somewhat tapered in the close-up photo - it's straight-sided) - though I did read somewhere else that there was a flat based version. The fuze also doesn't look like the M54 it should be - no holes for the safety wire. I can see the remains of numbering on the time ring but I'll have to get that cruddy blue paint off to see if there are any other markings. As far as I can tell there are no other stamps on the shell - looks like a rough fill-job has been done on it.
Had to laugh at the description by the seller that this was "probably re-painted" :-D
Can anyone help me with an ID on this?

It isn't a U.S. projectile, and the rotating band isn't a U.S. pattern. Does the fuze unscrew? Do you know that it isn't still loaded? If that fuze doesn't come out it could still be a live dud.
