The AF on a spanner is quite common, known as 'across the flats' of a bolt in measurement ie flat side of bolt to the other flat slide. So a spanner marked 1/2 inch AF would fit a bolt or nut that size flat side to flat side, not the size of thread or corner to corner of the nut or bolt, same applies to a spanner in mms. The broad arrow marked inbetween is nothing unusual.
It would appear to mean Air Force, as in Royal Australian Air Force, and dates from the 1950's.
