Air dropped incendiary?

Does anyone know the correct designation and country of origin of these? I was told they were Russian air dropped incendiaries, but I can't find any info on them.
They are approximately 12cm in diameter, with a 2cm closing plug. The one on the right has a cross shaped groove pressed into the thin steel body.

Russian submunitions OKT-11 series (incendiary, chemical, OKT-8...)
This shape was also used for projector incendiary balls (125mm ampulomet)
