Hallo Joe,
this device is an invention of "Dynamit Nobel" company. It's name is "Ausloesevorrichtung fuer Signal-und Alarmanlagen" (Igniter for Signal-and Alarmdevices". It can be recocked easily and so be used many times. There is a patent on this by Dynamit Nobel, I think from the 80s, when it still was a german company. DN was smashed up and the pieces sold. The military part now belongs to Israeli company Rafael. Your igniter was ment as a new device for perimeter-defence ground flares, but somehow it never caught up. Personally I think that it is a very nice design because of its easy recockability and easy set-up.
