It is a dummy round for the 8x50R French Lebel, and it was probably originally tinned all over.
It was made in the first Trimester of 1893 (1 93). The "ART.M" describes the case type and was probably made at the Atelier de Construction de Puteaux. Puteaux used both "APX" and "PX" as a code but I am not familiar with "PXE".
As Tony say, it is a 8x50R French Lebel dummy round, a "Cartouche inerte Mle 1892 1er type", and was not tinned.
It is a type M case, made at Puteaux (Px) and E is the metal suplier.
