Anyone have any ideas? It is a lot like the top part of a MK 1 95 lb dummy round but the ogive is the wrong shape.

It looks like you answered your own question. It is most likely the top end of a 155mm Drill projectile. It could be an older model of the one you have shown. The older the projectile is, the shorter the ogive. The WWI projos were quite blunt. The bronze section is to minimize damage to the rotating bands and chamber from repeated loadings.

You didn't mention if the top was threaded. The top looks like Navy threads for a 6 inch projo (152mm), or for the large time fuze like the ones used in shrapnel projectiles. The shrapnel rounds were very blunt.

I went back and did more research and this does look a lot closer to the shape of an older 6 inch round. I'm hoping someone might have a pub that would have the nomenclature.
