ARP-40 Practice

So here is an interesting question ...
I have a Belgium ARP-40 Rifle grenade that has the Mecar marking on it. However on the launch tube portion we see a LOT CODE of SMG which I have as French. Any ideas if Mecar and a French company worked on this grenade? Or maybe the French made the bullet-trap portion?
