Does anyone have any information on this Austro Hungarian copy of the Livens projectile?

Better pictures, nomenclature etc etc.

Nothing. Are you certain that it is a Livens? Years back we had several items that the country in question (not AH) had identified as Livens. It took several years before we found documentation as chemical bombs. Similar construction, but strap on fins and lifting lugs which were missing - just a thought.
